Treasurers Report:
Treasurer Huber reports the locals financial situation is generally grim. There was a discussion of problems with incentive checks. It takes 3-5 months for Council to process them. Full details of treasurers report are available at the office. Motion Mel Cannon 2nd Dale Miller to accept treasurers report. MC
Presidents Report & Executive Board Motions:
President Alcock called for recognition of Linda Hagens work in negotiations. Round of applause. Much discussion of proposed amendment to local 12 constitution. (attached at end) It was noted that Council doesnt recommend the practice of absentee voting in local elections. If done according to International practice, it is expensive. Motion Boudreau 2nd Huber to strike language allowing absentee balloting in local elections. MC Motion Schutt 2nd Miller to send the amended text back to the constitutional committee MC Discussion followed on the need to organize. Bonnie Anderson report on her mapping of bulletin board locations at UIHC.
Old Business Several tabled motions were brought back for consideration.
Motion Benhart 2nd Larew to make the locals offices completely smoke free MC
Motion Walters 2nd Boudreau that should Jeff Strottmann be harmed by loss of lost time wages for time spent at negotiations in January; the local will reimburse him for his loss. MC
Motion Huber 2nd M. Cannon that the local suspend our $10 new member incentive payment for those who enroll new members until November 2002. MC
New Business
Motion Bartlett 2nd M. Cannon that the local reimburse Huber for cost of replacement software and supplies for office computer. MC
Motion Huber 2nd That the local end its practice of paying retirees dues for any local 12 retiree who wishes to join the retiree chapter. MC
Motion Benhart 2nd Boudreau to send flowers to Hagen in gratitude for volunteer work done in service to Council 61 during negotiations. Linda declined and urged a no vote. Motion failed
Motion That March 16th be a day to wear AFSCME green and all members encouraged to make the locals presence seen at work. MC
Motion Alcock 2nd Boudreau that we pass the hat among those present to collect a donation for the Special Olympics. MC $30 collected.
Frank Person addressed the local on the need to increase the number of active stewards, particularly in those areas where we are numerically weak.
Discussion on the merits of purchasing a labor history video.
Motion Person 2nd Marron to issue posters inviting members to become active stewards, this to be done conjointly with the next stewards training classes. MC
There was extended discussion on the difficulty of providing information during negotiations and during the ratification process.
Motion Marron 2nd M. Cannon to fund a newsletter to be sent out to inform membership of locals need for stewards and to provide a negotiations summary. MC
A sign-up sheet was passed around for those who wished to attend the March 7th legislative lobby day in Des Moines.
Motion Huber 2nd Marron that the local pay for a vehicle from motor pool to provide transportation as necessary for those attending the legislative lobbying day as well as Jeff Strottmann s transportation to the Febuary 28th OSHA ergonomics, and settlement meetings between IOSH and UIHC. MC
There was much discussion regarding the pros and cons of buying into the office building the Carpenters local is considering purchasing. Motion Huber 2nd M. Cannon that the local authorise them to furnish local 12s financial information to a lending institution in order to allow that institution to commit to a loan. MC
