Febuary General Membership Meeting

Meeting called to order at 6:10 by Executive Vice-President Frank Janaszak

Officers Present: Frank Janaszak, Bob Huber, Patsy Benhart, Nancy Preuss, Mel Cannon, Barbara Cannon, Carl Boudreau.

Excused: Ed Alcock, Mark Grover, Joe Marron, Larry Bartlett, Linda Hagen, Bryan Frei, Mary Jo Daly, Jeff Strottmann, Gene Newmire.

Absent: Steve Johnson.

Due to absence of Recording  Secretary no minutes of the E Board to read.

Minutes of the General Membership meeting of January 4, 2001 were read and approved with no corrections.

Treasurer's Report given by Treasurer Bob Huber. He stressed the need to establish a budget and wants to reactivate the Budget Committee for that purpose. His report was approved.

Motion Dan Johnson-O'Mara to extend Mary Larew's employment as the Local's secretary through May 2001. Second M. Cannon. Motion Carried.

Negotiations Update Negotiators were all in Des Moines so no official report given. A lot of discussion and concerns about the lack of information on the progress of our negotiations Many were especially disturbed because SEIU and UF/COGS have gotten write-ups in the Dl but nothing has been written about AFSCME.

Maureen Donnelly volunteered to send clippings of SEIU press releases to Council to encourage them to get the word out to the public. Motion M. Cannon to make it official. Second Jim Walters. MC Motion Loren Schutt to send a resolution to Council demanding open bargaining and publicity on the progress of negotiations. Second Dan Johnson-O’Mara. MC

It was announced that Maynard Cuppy, member and former newsletter editor had passed away from a heart attack. Motion B Cannon, Second M Cannon to send $25 for a memorial. MC

A motion by M Cannon to provide $100 for 1 registration to the Labor Center's Trade Union Women program died for lack of a second.

Committee Reports

Dues Changes Agreement for a need to either reduce or eliminate the floor and to raise the cap.  Nothing specific to recommend till more figures become available.

Clerical Action Committee Four members attended meeting on January 17.Discussed negotiations and ergonomics issues. Next meeting Feb.21.

(Meeting interrupted for a motion by Mel Cannon to close the polls. Second Dave Manuel MC Polls closed at 7:00p.m.)

Election Amendment Committee A rough draft of the amendment was handed out for discussion and suggestions. Maureen moved to have Dave Tingwald to rewrite amendment to be more easily understood as to what was being changed. Second Loren. MC Motion by Loren S. that the amendment provide for a runoff election be held at the next membership meeting rather than 14 days later as is currently in the Constitution. Second D Johnson-O’Mara. MC Concerns also expressed about absentee ballots.

Results of the election for the At Large representative to the Executive Board were announced. Jim Walters received 30 votes and Loren Schuttt received 12. WaIters elected.

Political Action Democrat Party Platform to hold a forum on Feb 3. Invited Local 12 to send a representative. Motion Dave Tingwald, second Loren Schutt that we decline the invitation. MC Dave Tingwald announced Lobby Day for March 7,2001, and passed around a sign-up sheet for those who want to attend.

Jeff Strottmann requested the Local pay his lost time and perdiem to attend negotiations in January 2001. Moved by Dave M. and seconded by Drew C. to pay it. Questions that it was voted on by the Local to pay only perdiem. Motion to table till past minutes could be reviewed. MC to table.

Motion by Patsy Benhart & seconded by B Cannon to make Local 12 union half completely non-smoking. Motion by D Manuel to table till next meeting. MC Motion tabled

Motion by M Cannon & seconded by B Huber to enforce the smoking ban in the kitchen, large meeting room, treasurer's room, lobby and men's restroom. 2nd Tingwald. MC

Carl Boudreau needs a breakdown of all employees in each bargaining unit.

SEIU local to hold a rally at the MU on February 13 at 4:30. Members urged to attend to show support.

Motion M Cannon, second B Huber to suspend the Local's $10 per new member incentive payment till November of 2002. Friendly amendment by Loren S. to stop it entirely was rejected. Maureen D. moved to table the motion. MC Motion tabled

Report of the PEOPLE Committee AFSCME Local 12 Membership Meeting February 1,2001

AFSCME Iowa has set its 2001 Legislative Session Lobby Day for Wednesday, March 7. Lobby Day is tentatively scheduled to begin at 9.00 AM at the downtown Des Moines Holiday Inn with a buffet breakfast followed by a briefing on issues being debated in the 2001 Legislature. After the briefing we will proceed to the State Capitol to talk with Representatives and Senators. Lobby Day is free and open to all members of AFSCMF Iowa and all members are encouraged to participate.
