March Executive Board meeting

Called to order at 6:00

President’s report:

President Alcock noted the local’s concern about scanty information to rank and file from negotiations. This was recognized all around as a tough issue in the context of Council 61’s need to control information on specific details of the state-wide master contract; balanced against member’s desire to know those details before any tentative agreement is reached.

Treasurer’s report:

Motion Bartlett 2nd M. Cannon that the local reimburse Bob Huber $41. for the cost of replacement software for the office computer. MC

Motion Huber to end the local’s practice of paying retiree’s dues ($12./yr) for any local 12

retiree who wishes to join the retirees’ chapter. 2nd M. Cannon Friendly amendment by Strottmann to pay the first year only. Motion Carried

Motion Marron 2nd B. Cannon to accept the treasurer’s report. (Copies filed and available at the office) MC

New Business:

Carl Boudreau reported on his on-going review of jobline postings, turnover rates, and disciplinary actions.

B. Huber and M. Cannon reported on their meeting with the Carpenters local. Much discussion of the pros and cons of going in with them in a building. General consensus that the rent we pay now in our current offices is draining our resources.

Motion Benhart 2nd Boudreau to send a bouquet of flowers to Linda Hagen with gratitude for her services to Council 61 in negotiations. Linda did critical work in helping to cost the contract and also in the development of the new Regents payplan. MC

Old Business:

Report of the Constitutional Review Committee: A proposed amendment to the Local 12 Constitution was considered. The intent is to change the month executive board elections are held from November to May to separate them from concurrent State and Federal elections. The amendment also allows for the use of absentee mail ballots, run-off elections, and in the case of a special election to fill a vacancy, appointments by the executive board with the approval of the general membership.

Discussion of the value of the Labor and Management Committee meetings. The committee has not been meeting during negotiations. Its expected that the joint meetings will resume in the coming months.

Motion B. Cannon 2nd Grover to call a job action on March 16th at the UI. Members will be asked to wear a AFSCME green in a button, hat or t-shirt to work. MC

Discussion of the merits of suspending incentive payments for signing up new members and putting that money in a fund earmarked for organizing.

Discussion of whether local should pick up lost wages of alternates at negotiations.

Good and Welfare:

Motion Alcock 2nd Grover for local 12 to participate in and make a $50. donation to Special Olympics. MC

Motion Janaszak 2nd Grover to adjourn at 7:51 MC
